The Options Description Report (26 June 2020) was prepared by Chemonics International for USAID’s Tourism For All Project. It covers the Dili Port Site Redevelopment and Commercialization initiative, one of five fast-tracked priority projects that complement the project’s Cristo Rei pilot. It compares two ways to turn the old Dili Port into a commercial and tourism waterfront, so that the government can choose an investment and management model. It should be read with the earlier Site Development Brief of February 2020.
Key contents
- Policy basis: the National Tourism Policy Growing Tourism to 2030: Enhancing a National Identity (2017) and the Strategic Development Plan 2011–2030.
- Urban redevelopment framework: an international benchmarking review of waterfront redevelopment case studies and the characteristics they share.
- Tourism assessment: tourism policy, Tourism Barometer findings, sector constraints and the expected impact of port redevelopment on tourism.
- Site vision: links to Avenida de Portugal and surrounding areas, and the factors that set each option apart.
- Option One, Premium Development, and Option Two, Standard Development: features, master-plan drawings and renderings, land-use categories, preliminary build-cost estimates and breakeven analysis.
- Recommendation: Option One, Premium Development, is preliminarily preferred for its investment scale, its fit with development priorities and its wider economic benefits. The authors stress that this is early-stage guidance, pending detailed financial, environmental and investment analysis.
- Next steps: choose an investment and management model, then a feasibility study and an infrastructure design and coordination plan, with a transaction roadmap and indicative work schedule.
